CFOA Officers

Who are the officers and what are their responsibilities?

The Colorado Football Officials Association (CFOA) is governed by a Board of Directors comprised of the following positions:

  • President, President-Elect, and Past-President

    These positions rotate in two-year terms. The President-Elect is elected in even-numbered years and transitions to President, then Past-President over six years. They provide continuity in leadership and guide the direction of the association.

  • Area Directors

    Elected locally for three-year terms, Area Directors represent their regions and help manage local operations. They may be recalled by member vote and replaced if necessary, without affecting their overall membership in the association.

  • Rules Interpreter

    Appointed by the Board and approved by the CHSAA representative, this individual serves as the authority on rule interpretation and helps ensure consistent rule application across the state.

  • Secretary & Treasurer

    Nominated by the President and ratified by the Executive Committee for a four-year term, these officers manage the association’s financial records, meeting minutes, correspondence, and administrative duties. 

  • CHSAA Representative (Ex-Officio)

    Serves on the Board in a non-voting advisory capacity, linking CFOA to the Colorado High School Activities Association.

Note: No member may hold more than one office concurrently.

2025 State Officers

John Conklin - Denver

President

With a passion for the game and nearly three decades on the field, John has been officiating high school football since 1996. He’s proudly worked four state championship games and now leads his crew as a referee and crew chief in the Denver area. John brings consistency and integrity to every high school game he works.

Damian Savolt - Greeley

President-Elect

Damian has Officiated high school football since 1995, working five state championship games. He currently serves as a crew chief and referee in the Greeley area. With decades of experience, Damian is known for his leadership on the field and his dedication to upholding the highest standards in Colorado high school football officiating.

Matt Miller - Grand Jct

Past President

Matt began officiating football in 2012 and currently serves as a referee in the Grand Junction area. He has officiated multiple semi-final games and two state championships. A dedicated leader within the CFOA, Matt previously served as State President and now continues to contribute to the organization as Past President.

George Demetriou - Co Sprgs

Colorado Rules Interpreter

George began officiating football in 1968 and brings decades of experience to the field. He has officiated three state championship games and currently serves as a crew chief and referee in the Colorado Springs area. George is known for his professionalism and commitment to excellence in high school football officiating across the state.

Kirk Russell - Denver

Training Coordinator

Kirk started officiating football in 1990 and has worked four state championship games. Based in the Denver area, he currently serves as a crew chief. Kirk is the co-author of the Colorado Football Officials Mechanics Manual and plays a key role in the development of officials as the Statewide Football Officials Training Coordinator.

Scott Saucke - Denver

Secretary

Scott has been a football official since 1993, serving primarily as an umpire and later as a referee. He has worked three state championships and is active in the Denver association. A long-time leader, Scott has been an area director and CFOA executive board member since 2013, and served as State President in 2017 and 2018.

Joel Pogar - Grand Jct

Treasurer

Joel began officiating in the Denver area during the 2011 season. Over the years, he has worked as a crew chief and officiated two state championship games as both a Referee and Field Judge. Joel previously served as Area Director for the Denver Association and has since relocated to the Western Slope, where he now officiates Area 14 and the Grand Junction community. He is also the webmaster and technology advisor for CFOA.
